- When for example can we expect the new "glass whale," which is set to signifi cantly change the landscape of the Danube riverfront, to open at the site of the current Közraktár complex?
- The permit procedure is currently underway, and the investment itself could be launched as well within one or two months. The glass whale, which is being built in a near 8 billion-forint PPP project with the participation of the capital and Porto Investment, will be ready to
receive visitors already in 2010.
- There have been reports that the project on the northern end of the Csepel Island has become uncertain due to the lack of infrastructure. When developers acquire the plots for the site of these cityscape-changing mega-investments, are they aware of the public infrastructure investments they have to commit to in the area development contract, in order that the project can be completed?
- When Fadesa bought the given area in northern Csepel, they were fully aware that the so-called Kvassay Road breakthrough and the new Gubacsi Bridge will not be enough, if the population of Csepel will rise by 50 percent as a result of their investment. Obviously, if the necessary developments, which fall under local and state jurisdiction, are not carried out on an adequate schedule, then the developer's plans and the operability of the city have to be harmonized during the negotiation of the area development contract.
- What steps have been taken to this end?
- A complex study is being prepared on the southern Buda region's real estate market and infrastructure - technical, transport and human - needs. Based on its findings, the capital and the four affected districts - 9th, 20th, 21st, 22nd - will sign a cooperation agreement on the region's development program and the conditions of its realisation. The most important thing was realising the effect of this development on the region, because we are talking of a magnitude which cannot simply be settled with a simple building permit. Instead, the roles to be played by the state, the capital and the investor have to be harmonised and a realistic financing scheme worked out. Csepel and the capital have already made their decisions, and the others are set to do so soon as well, after which hopefully a financing model based on cost-sharing can be put together within six months. The fact that there is no specific guideline set down for the area development contract causes some mystification here, but the way this works everywhere in the world is that some 10-15 percent of investment costs have to go toward public developments.
- The developers of Duna City also have to contend with deficiencies in transportation.
- This program affects an area which is wedged between the Danube and MÁV territory, with a single entry point from Kvassay Road, which is not enough. In order for the realisation of the project, a new link on the international railway line is needed on a different level.
- When could the project start?
- The cornerstone figures of the development will be completed within a few months, after which a fair recommendation can be made as to the financing of public infrastructure investments, and in the end probably a compromise will have to be reached.
- At the expense of infrastructure?
- More likely is the expansion, or restructuring of the development potential. Different values and interests have to be reconciled and the conditions and schedule for implementation have to be laid down.
- What is the schedule for the development of the Kelenföld city centre?
- With the evaluation of the tender for expressions of ideas for the site, the district's zoning plan was completed in early April, and we are now formulating an opinion on that. Following the preparation of the zoning plans for the region by Budapest and the district, a project company for the development of the city centre could be established during the course of this year. After the program is approved, the modifications to the capital's framework regulations will be finalised, likely around the end of summer, and then development tenders can be launched in the autumn.
- Will there be a high-rise at Árpád Bridge?
- For now, the building of the State Treasury is an obstacle to this. The conditions were known from the outset, but everybody imagined a different solution, that is why it seems as if the project is at a standstill, but talks are ongoing.
- Which European city's development model would you adapt to Budapest?
- The way Barcelona has evolved from a city full of problems to a priority destination, with the use of some anchor projects such as an intensive public spaces project and the Olympics, is exemplary. I would very much like to see that dynamic problem-management which led to such a result in the Catalonian capital in Budapest as well.
